Arthur D. Little assisted one of the world’s largest cablecos in developing its long-term mobile-network entry

Challenge

Our client was looking to launch full-fledged mobile services, and ultimately become a fully integrated telecom operator. Arthur D. Little was hired to develop the long-term mobile network strategy, including investment spectrum.

Approach

Arthur D. Little evaluated various network evolution options ranging from national roaming to MOCN-based network sharing, through partnering with one of the client’s key competitors. We then developed the network evolution plan, starting with the 4G EPC core network, to parts of the radio access network, in line with the MOCN-based solution. We evaluated the spectrum ecosystem for the 600 MHz, 2,500 MHz and 3,500 MHz bands, to decide whether the client should acquire these spectrum bands. Finally, a full market model and network-sharing technical & financial model were developed to enable decision-making.

Value

Based on Arthur D. Little’s recommendation, the client decided to bid in selected upcoming spectrum auctions. The client then evaluated potential partners with which to initiate discussions on the long-term network-sharing proposition and announced its launch of mobile services.
